I could point to the five NAVA "rules" (guidelines) that have been outlined in Zeek's comment here, but the most important rule, IMO, is that the people the flag represents like and use it. Not scientific proof, but there's a reason Googling "flying new mexico flag" or "flying maryland flag" finds a lot more (relevant) results than "flying wisconsin flag" or "flying kentucky flag".
