The winning flag was considered "too ornate". The flag that was chosen was a blue flag. On it is a golden sun with orange sun flares. Within that sun is a black and white Phoenix rising from orange flames. Under that sun is a white ribbon with a yellow outline and yellow text on it. The text reads "CITY OF PHOENIX ARIZONA", the name and state of the city. This flag was used until 1990 when a new flag was adopted.
