The flag of Richmond, Virginia, is a navy blue field in the upper two-thirds quadrant with two red and two white stripes beneath in the lower third of the flag. It features a silhouette of a person working a James River bateau down the James River.
Symbolism[]
The nine stars on the flag represents the nine states that were once part of Virginia's territory ( Virginia, West Virginia, Ohio, Kentucky, Minnesota, Illinois, Wisconsin, Michigan, and Indiana).
The blue represents the color of the James River, while the red bars represent the red clay that's abundant in the river.[1]

It ranked 15th in the 2004 NAVA city flag survey behind Des Moines, and ahead of New Orleans with a score of 8.35/10.
